Daniel Swinton quoted in Erie Times' "Erie-area schools ramp up assault prevention efforts

"Institutions are giving this a lot of time and attention," said Daniel Swinton, managing partner at the National Center for Higher Education Risk Management. "It's an issue whose time has come."

Swinton, managing partner at the National Center for Higher Education Risk Management, would like to see more resources devoted to prevention efforts. But those efforts won't ultimately mean much if they only reach those students who are already aware and educated, or if they don't truly work to change a campus culture to one that values and promotes safety, he said.

"You can have a solid disciplinary process. You can have the best intentions and the best programming for prevention. But without funding and buy-in from the top of the university, it's not going to work," he said. "We need to find a way to get folks with resources to understand that we have to have an appropriate response on the front end."
