The National Center
for Higher Education Risk Management, an umbrella organization that advises
colleges on campus health and safety issues, said more than 800 colleges have
adopted its consent-based model policy where consent can “can be given by words
or actions” and where “silence, in and of itself, cannot be interpreted as
consent.”
